The International Business and Civic Association is pleased to host the 11th Annual Silicon Valley Briefing on April 10, 2025 at the historic Filoli house and gardens in Woodside, California.
The annual Silicon Valley Briefing offers international diplomats with unique opportunities to deepen understanding of Silicon Valley’s ecosystem as well as to interact with Silicon Valley insiders and thought leaders from tech, business, academia, and the community.

Marguerite Gong Hancock is a political economist, book author, and former non-profit executive passionate about advancing innovation and entrepreneurship around the world to benefit humanity.
At the Computer History Museum (CHM) she led innovation and strategic initiatives across programs and events, education, diversity and inclusion. She also founded and led CHM’s Exponential Center, the first museum institution devoted to technology entrepreneurship in Silicon Valley and beyond. Previously at the Stanford for 20 years, Marguerite co-launched and led several programs at the Graduate School of Business and Asia Pacific Research Center focused on global innovation and entrepreneurship.
Across the US, Europe, and Asia, Marguerite has advised founders and policymakers, spoken at conferences and universities, and partnered with business, education and media/content leaders. She holds a BA from Brigham Young University, an MA from Harvard, and she trained as a political economist at the Fletcher School of Law and Diplomacy. She is author and editor of three books published by Stanford University Press.

Russell Hancock is President and CEO of Joint Venture Silicon Valley, the leading forum for collaborative regional thought, analysis and action among Silicon Valley’s leaders from both the public and private sectors. Joint Venture has served as a model in regions across the United States, Europe, and Asia.
Russell is a civic leader, community convener, institution builder, social scientist, and social entrepreneur. He also serves as President of the Silicon Valley Institute for Regional Studies, a think tank housed at Joint Venture, providing data and analysis about the world’s most dynamic economy.
The Silicon Valley Business Journal perpetually names Russell to its annual list of SiliconValley’s most influential “players.” Considered one of the Valley’s leading expositors, he provides interviews regularly for the New York Times, Wall Street Journal, Bloomberg Business Week, and The Financial Times. Educated as an undergraduate at Harvard, Russell received a PhD in political science from Stanford University where he currently teaches in the Public Policy Program.

Linda Thackeray manages The Garage locations in North America and Europe. The Garage is a program that drives collaboration, experimentation, skilling, and innovation at Microsoft.
In her 26 years at Microsoft, Linda has extensive experience delivering programs and events that enrich employees’ lives through opportunities to collaborate, learn, and grow in their roles.
She developed and managed the annual Global Hackathon — a company-wide, multi-day, global event that brings employees from all over the world together to create, innovate, and hack on ideas that inspire them. It is the largest private hackathon on the planet. Linda has also played a pivotal role in establishing new Garage locations globally, including Boston, Ireland, Kenya, Nigeria, and Serbia.

Ethan Choi is a Partner at Khosla Ventures with a focus on growth-stage companies across AI, enterprise software, fintech, health care, and other sectors. Since 2024 he has been an investor in Open AI (Artificial General Intelligence) and Rad AI (AI for radiology) and served as board director for Cyberhaven (AI-powered data lineage), Sword Health (AI and physical therapy), Inkitt (AI and data-driven publishing) and other firms.
Prior to Khosla Ventures, Ethan was a partner at Accel where he focused on growth investments across AI, enterprise software, e-commerce, and fintech infrastructure companies, including Klaviyo (NYSE: KVYO), Pismo (Visa), 1Password, Nuvemshop, and commercetools, among others.
Before Accel, Ethan was at Spectrum Equity where he made investments in Lynda.com (LinkedIn), ExamSoft (Turnitin), PicMonkey (Shutterstock), Headspace, and Lucid Software.
Ethan studied information systems and economics at the University of Sydney before serving a two-year mission for his church, after which he earned a bachelor’s degree in accounting from Brigham Young University.

Jonathan McPhie is a product management leader and privacy expert with two decades of experience engaged with top technology companies including Microsoft, Google, and Meta. Jonathan currently works as a Director of Product Management within Meta's central privacy team, focusing on the application of privacy and data protection principles to the quickly evolving world of generative AI.
Previously, Jonathan served in various roles at Google LLC, with notable work on distributed and centralized approaches to user trust, personalization, identity, data protection, and compliance. Prior to Google, Jonathan worked as a Software Design Engineer at Microsoft Corporation. He holds a Bachelor and Masters degree in Computer Science from Harvard University.
Jonathan’s speciality lies in building product strategy, designing compliance solutions, and driving sustainable frameworks that balance innovation and responsibility. He has represented top technology companies in their work with industry groups, press, and regulators across the globe.
